The National Identification Card (Ghana Card) is an identification entity for all Ghanaians, presented as a smart card with a very strict multi-level verification process.

For decades, Ghana has challenges in managing different development sectors of the country due to poor identification of its citizens. For example, in the business and revenue generation sectors, the country only focuses on ad hoc population database to determine our population margin. This affects the distribution of social amenities and interventions (e.g. National Health Insurance Scheme).

The banking sector, passport acquisition, property acquisition, and driver’s license departments, to name but a few, have many challenges as a result of the lack of standardized identification for all Ghanaians.

In some instances, foreigners arrive in the country and involve themselves in illicit businesses (e.g. retailing of goods and services meant for citizens only). Moreover, some Ghanaians without passports have been deterred from entering neighbouring countries due to lack of proper identification. These problems and many more will be addressed if the Ghana Card is implemented. The Ghana Card is a huge positive step towards Ghana’s development because:

Health delivery: The Personal Identification Number (PIN) and biometrics is cross-checked with the existing data in the National Health Insurance Scheme (NHIS) registration database. This will prevent patients being stranded to transfer to the new Ghana card. The population margin of the country can also be determined which will enhance the distribution of the national cake with respect to NHIS and other health services.

Passport acquisition: The Ghana card will ensure that only people who are qualified as Ghanaians will be issued Ghanaian passports. This is possible due to capturing of the PIN cross-checked with data in the National Identification System.

Acquisition of driver’s license: The Ghana card PIN will become a requirement during the acquisition of a driver’s license and registration of vehicles at the |DVLA]. This will help to prevent issuance of Ghanaian driver’s license to unqualified or wrong people.

Shipping and clearing of goods from the port: All goods that a card holder exports out or imports into Ghana will be directly linked to their PIN to eliminate theft in this department.

Banking Services: The banking services can easily create accounts for Ghana Card holders. The card holders will also have easy access to loans (i.e. either they work in an easily identifiable institution or not) since their PIN will be linked to these accounts, creating assurance between banks and their customers. Banks can also establish a person’s credit-worthiness from the credit referencing agencies. This may help in drastic reduction in bank interest rates on loans.

Education: The use of PIN by children throughout each education level will help the country in tracking educational progress of each child and to determine when reforms and policy interventions will be necessary. The Ministry of Education will also be able to provide effective targeted educational infrastructure and resources for communities.

Job Search: Individuals and employers will have the ease and assurance of securing jobs and employing the right people by using PIN provided on the Ghana Card.

The government will be able to issue help to the right people during disasters. This will help to prevent waste of resources on impersonators and fraudsters who pose as victims during these occurrences.

Last but not the least, other areas which will be positively impacted by the issuance of the Ghana card include access to social services (e.g. NHIS), protecting the rights of children (i.e. identifying the identities of children who are rescued from traffickers/streets with the help of fingerprints), electoral registration (i.e. establish authentication of citizenship), pension claims (e.g. no one can use another person’s social security number without their permission to commit fraud), SIM card registration,​ insurance claims, and remittances from abroad.

To conclude, the National Identification Card (Ghana card) will make Ghana better and also help in curbing most of the pertinent issues of the country now. Let us all, as Ghanaians, rally behind this great cause to put Ghana where “she” belongs with respect to development. 

We are entreating all Ghanaians, irrespective of your political affiliations, to be a part of the National Identification registering process. Failure to take part may prevent the individual from attaining his/her Ghanaian citizenship. This will affect one’s entitlements to certain services in the country.

We are advising our fellow colleagues in the NDC party not to be deterred by anybody from registering for the Ghana Card. Everyone is entreated to move to the National Identification registration grounds to be registered. Be reminded to carry your Ghanaian passport or birth certificate with you.
