On March 21, 2024, Abu Masum, the Chief Executive Officer of Masum Construction Limited, closed the Pokukrom Ibrahimgya Islamic Junior High School (JHS) in the Ahafo Ano-South East District of the Ashanti Region, trapping the teachers and pupils within. According to reports, the government’s protracted delay in making payments was the cause of the shutdown.

The video showed teachers and students who had come to the school for study sessions talking about the unannounced lockout while seated on the floor or gathered in groups.

This is not an isolated instance. On the same day last month, students at the Roman Catholic Primary School in Akyem Asene, which is situated in the Eastern Region’s Asene Manso Akroso region, encountered a similar situation when they arrived at school and discovered that the gates were closed, leaving them trapped.

Agyekum Kontor, CEO of Kontor Sadea and Sons Company Ltd., the contractor in charge of the Pokukrom Ibrahimgya Islamic JHS project, took the extreme step of locking up the property in order to collect payment from the government.

Kontor expressed his annoyance by saying, “Since 2016, I have been building this school block, but I have not received payment. They have until tomorrow to make payment.
