Speaker Bagbin receives a letter from NDC MPs rejecting the recall of Parliament by NPP MPs.

The MPs on the opposing side have also written to the head of the legislature to deny the New Patriotic Party’s (NPP) request that Speaker of the House of Representatives Alban Bagbin schedule a meeting of Parliament to discuss some “high priority” matters.

The request by the NPP MPs did not comply with the constitutional and procedural requirements outlined in Article 112(3) and Standing Order 53(1) of Parliament, according to the National Democratic Congress (NDC) MPs, who identified themselves as the “NDC Majority Caucus” in Parliament in a memo to the Speaker of Parliament dated Monday, November 25.

The head of the NDC MPs in Parliament, Dr. Cassiel Ato Forson, who signed the memo, said that the NPP MPs’ recall request did not meet the necessary threshold.

“The petitioner’s request, Rt. Hon. Speaker, is based on an appeal to you to use your discretion in calling a recall of Parliament to discuss what they have referred to as a ‘high priority’ government matter. They then listed the aforementioned companies.

“With all due respect, Mr. Speaker, we would like to argue that you are not required to recall Parliament since the petitioner has made this request. Furthermore, with just eleven (11) days left before the important general election in 2024, the petitioner has not shown that there is an emergency or urgent government matter that calls for a recall of Parliament,” the memo stated in part.

Dr. Forson emphasised that any recall must follow certain legal requirements, which have not been fulfilled in this instance.

In his memo, Dr. Forson encouraged Speaker Bagbin to use his discretion and deny the petition from the NPP MPs, claiming that there were no strong grounds for an urgent House reconvening and that the proposal was against Parliament’s standing orders.

The NPP MPs petitioned Speaker Alban Bagbin on November 21 to urge a quick recall of Parliament so that important government business could be addressed.

Nonetheless, the opposition’s stance is reflected in Dr. Forson’s statement, which casts doubt on the recall’s legality and need.
