Kontor had previously used similar tactics to attract the attention of the government. “I have shut down the school on two occasions where the DCE intervened to beg,” he disclosed.

They come to beg me every time I close the school, so I open it out of mercy for the kids, but now I’m poor.

“He stated unequivocally that he will not allow the kids to return to school until he collects the money that is due to him.

Students are in a state of confusion as a result of the school’s shutdown; some have expressed frustration and aren’t sure if they should wait at the locked gates or go home.

The case illustrates the difficulties contractors encounter and the detrimental effects payment delays have on students’ education in government-funded building projects.
