The contentious Anti-LGBTQ+ Bill has been reintroduced in Parliament by a bipartisan group of ten lawmakers, reigniting one of the most contentious legislative discussions in the nation.

The coalition, led by MP for Ningo-Prampram Sam George NDC and MP for Assin South Ntim Fordjour, announced the reintroduction of the Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021, in a post shared by Kwaku Asante on X on October 21, 2025.

The purpose of the bill is to make LGBTQ+ advocacy, funding, and promotion illegal.

It proposes up to three years’ imprisonment for engaging in same-sex acts and up to ten years for promoting or financing LGBTQ+ activities.

The coalition’s members were named in the Human Sexual Rights and Family Values Bill, 2025 document that was posted on X on October 21, 2025: “John Ntim Fordjour, MP for Assin South, Ningo-Prampram MP Samuel Nartey George, Ho West MP Emmanuel Kwasi Bedzra, Krachi West MP Helen Adjoa Ntoso, Nalerigu/Gambaga MP Nurideen Muhammed Mummuni, Vincent Ekow Assafuah,

Alhassan Tampuli Sulemana, MP for Gushegu; Rita Naa Odoley Sowah, MP for Dadekotopon; Dr. Tiah Abdul Kabiru Mahama, MP for Walewale; Anthony Mmieh, MP for Odotobri; and the MP for Old Tafo.

Coalition members contend that preserving Ghanaian culture and traditional family values is essential.

The proposed law has been widely criticized by human rights organizations and international organizations, such as the United Nations, for violating fundamental rights. This has led to its reintroduction.

Earlier this year, the 2021 original bill came to a standstill after the Supreme Court received injunction suits contesting its constitutionality.

The sponsors claim the new motion will continue the legislative process even though the court has not yet rendered a decision.

The rare bipartisan consensus on the issue is highlighted by the decision made by ten Members of Parliament from both major political parties.

The bill is expected to be the subject of intense debate in Parliament over the next few weeks.

 

During public hearings held by the Committee on Constitutional, Legal, and Parliamentary Affairs, the bill received more than 150 submissions from religious organizations, traditional leaders, and civil society organizations.

The legislation is still supported by faith-based organizations, which make up the majority of Ghana’s population, but human rights activists are organizing fresh opposition.

The reintroduced bill is anticipated to begin its second legislative journey when the Speaker of Parliament refers it to the appropriate committee for review.

The Property Rights of Spouses Bill is also being introduced by Elizabeth Ofosu Adjare, Minister of Trade, Agribusiness, and Industry, and Patricia Appiagyei, Deputy Minority Leader.
