Security expert, Col. Festus Boahen Aboagye (rtd), has shed light on a shocking discovery at the residence of former Bank of Ghana Governor, Dr. Ernest Addison. According to Col. Aboagye, monitoring devices connected to the Central Bank were retrieved from Dr. Addison’s home. These devices, which included CCTV cameras, were linked to the Bank of Ghana, allowing Dr. Addison to monitor activities remotely
While Col. Aboagye acknowledged that such surveillance measures might have been standard procedure during Dr. Addison’s tenure, he emphasised that the former governor was no longer authorised to “spy” on the Central Bank’s activities after his resignation. Col. Aboagye described the discovery as “backdoor electronic devices” that enabled Dr. Addison to monitor the bank’s activities, stressing that this constituted “spying” and “surveillance” rather than mere “monitoring”¹.”
The operation that led to the discovery was conducted by National Security Operatives on March 19, 2025. According to the Deputy Attorney General, Justice Srem-Sai, the search was lawfully conducted. Col. Aboagye explained that the objective of the search was to retrieve the surveillance devices, which were connected to the Bank of Ghana ¹.
Dr. Addison’s resignation, which came two months before his expected retirement in March, has raised questions about his motivations for maintaining the surveillance devices. Col. Aboagye wondered why Dr. Addison had not disconnected the devices, given that he was no longer serving at the Bank of Ghana.
The Bank of Ghana has implemented various security measures to protect its operations and data. For instance, the bank has established a Security Information and Event Management (SIEM) system to enable regulated banks to send alerts and reports ¹. Additionally, the bank has launched a national cyber security awareness program to educate the public about online threats and best practices for securing digital information.
