In response to the Public Utilities Regulatory Commission’s (PURC) most recent quarterly adjustment, energy consumers across the country will experience a slight hike in their rates starting on October 1, 2025. Water rates for the fourth quarter of this year have not altered, but the Commission has authorised a 1.14% increase in electricity rates across all categories.

PURC clarified that the tariff review was carried out in compliance with its Quarterly Tariff Review Mechanism in a statement dated September 23, 2025, which was signed by Acting Executive Secretary Shafic Suleman. The mechanism considers key factors including the Ghana Cedi–US Dollar exchange rate, domestic inflation, the electricity generation mix, and the cost of fuel, particularly natural gas.

Aspects Taken into Account in the Review

PURC used a predicted weighted average exchange rate of GHS12.3715 to US$1 between the Ghana Cedi and the US dollar. Based on the actual interbank average rate of GHS10.7032 between June 23 and September 5, 2025, and a predicted rate of GHS11.9735 for the fourth quarter, this number includes an under-recovery of GHS0.3980 from the third quarter.

Inflation: For the fourth quarter, the Commission decided on an average annual inflation rate of 12.43%.

Natural Gas Pricing: US$7.7134 per MMBtu was the weighted average cost of gas (WACOG) utilised in the review.

Electricity generating Mix: With 28.80% coming from hydro sources and 71.20% from thermal plants, the hydro-thermal generating ratio for the quarter is stable.

In order to ensure dependable service delivery and lessen the influence of external cost drivers, the Commission highlighted that the marginal tariff adjustment seeks to strike a compromise between consumer protection and utility providers’ sustainability.
