AGAINST HON. KWADWO BAAH AGYEMANG AND THE SECLUSION
LETTER THAT WAS SUBSEQUENTLY ISSUED HIM BY THE
CONSTITUENCY EXECUTIVE COMMITTEE

Good morning ladies and gentlemen of the media. Thank you for responding to our invitation
despite the short notice. It shows your level of commitment to enhancing the frontiers of our democracy. First of all, we sincerely appreciate your interest in the raging issue concerning the brouhaha in the New Patriotic Party here in the Asante Akyem North Constituency and most
importantly your strongest desire for the truth and fairness.
During this interaction, we are hoping to deepen your understanding of the facts behind the
issues, the chronology of events and draw your attention to illegalities being perpetuated by
some Constituency executives in collusion with the Honourable Member of Parliament, Andy
Appiah Kubi as well as erase the erroneous impression they are creating in the minds of the
people. You will also be provided with an opportunity to seek clarification on issues and events
so far.
Ladies and Gentlemen, it will be recalled that on 18th March, 2019, an un-addressed letter signed
by the Constituency Secretary went viral on social media. The said letter sort to request the presence of the Chairman for the governing Board of the Ghana National Sports Authority, and
the former Member of Parliament for the Asante Akyem North Constituency, Hon. Kwadwo
Baah Agyemang at the Constituency party office to clarify certain accusations leveled against
him. Hon. Kwadwo Baah Agyemang out of respect for the party structures, through his lawyers
responded to this rather frivolous letter citing engagement in national assignments as reason for
his inability to appear before them. Hon. Kwadwo Baah Agyemang returned from Egypt after the
AFCON tournament to meet another letter lying on his office desk, signed by the Constituency
Secretary. Indeed, the subject of this letter is very strange and alien to the NPP party and its
constitution. It was captioned, “Notice of Seclusion from all Party activities within the
Constituency”.
We the concerned members of the party were dismayed and scandalized after reading this
bizarre letter as it is a real smack in the face of the party‟s hierarchy and the President of the
Republic of Ghana, His Excellency, Nana Addo Dankwa Akufo-Addo, because, it‟s
unimaginable and highly preposterous that the party‟s hierarchy and the President finds Hon.
Kwadwo Baah Agyemang worthy and deserving of serving Ghana to the extent of making him
the Board Chairman of the National Sports Authority but, Constituency Executives who are
subjects and answerable to the party‟s hierarchy could sit at the Constituency and seek to seclude
him from party activities.


Ladies and gentlemen of the press, before we even discuss the legality and whether or not the
Constituency executives have the locus or mandate to seclude Hon. Kwadwo Baah Agyemang
from the party, we wish to state for the records that all the allegations leveled against Hon.
Kwadwo Baah Agyemang by the Constituency executives are mendacious and figments of
their own imaginations. Let me take the opportunity to state the facts:
1. Covertly receiving party donations belonging to the constituency for election 2016 –
Ladies and Gentlemen, In the round up to the 2016 general elections, a Philanthropist,
donated consignments of used clothing to the party for onward distribution to party
members within the Constituency. The donations were received by the Constituency
executives at the time. Around the same time, and acting on the directives of the current
Constituency Chairman, Mr. Sampson Agyei, the deputy women organizer and the party
driver travelled to Kumasi to receive another consignment of used clothing from the regional NPP office and they were duly added to the ones earlier received. These items
according to the then Constituency executives were accordingly distributed to party
faithfuls at the Constituency as ordered. After receipt and distribution of the items by the
executive committee, Hon. Kwadwo Baah Agyemang, then Member of Parliament wrote
to express gratitude to the Philanthropist. The point must be made that at no point did
Hon. Kwadwo Baah Agyemang personally came into contact or handled any of
these donations. It is therefore very fanciful and absurd to accuse him of coveting the
items. The then executives who received and distributed the items are still alive and can
be contacted for verification.
2. Mobilizing thugs to disgrace the Constituency Chairman, Nana Sampson Agyei for
stealing – We want to put on record that Hon. Kwadwo Baah Agyemang has no
knowledge, neither is he privy to this alleged attack on the Chairman. He who alleges
must prove. Indeed, if there was any such alleged attack on the Chairman by some
supposed ‘thugs’, the Chairman can help us by unravelling the mystery behind such
attacks by giving us names of his attackers, when and where such attacks took place and
also provide circumstantial evidence to support his claims. We also want to ask the
Chairman if he reported the attack to the police and what was the outcome of the
investigations? We challenge him to produce evidence to back his claims. Until then, this
allegation remains a contrived mendacity aimed at tarnishing the hard earned reputation
of Hon. Kwadwo Baah Agyemang.
3. Forming a parallel campaign team which campaigned vigorously against the then
candidate during the 2016 general elections – Indeed, this is one of the frivolous
allegations that induce laughter. Members of the Media, it will interest you to know that
when the then Candidate Nana Addo Dankwa Akufo-Addo, visited the Constituency
during his 2016 campaign tour, Hon. Kwadwo Baah Agyemang, the then Member of
Parliament was the one who introduced Hon. Andy Appiah Kubi as the elected candidate
for the party. The battle for the 2016 general elections was fought on two fronts. The
incumbents MP‟s campaign team and the Parliamentary candidate‟s team. There were
times during the campaign when the then campaign manager of candidate Andy Appiah
Kubi Alhaji Sulemana Abdul-Hamid and his entourage joined forces with the
incumbent‟s campaign team. As a result, Hon. Andy Appiah Kubi even touted himself as a unifier because his team could work hand in hand with that of the incumbent.
Furthermore, in violation of electoral rules and in his bid to prove to the whole world his
unflinching support for the elected candidate, Hon. Kwadwo Baah Agyemang again
openly showed his ballot sheet to the whole country after voting for Hon. Andy Appiah
Kubi in the 2016 parliamentary elections.
It‟s therefore unfortunate that the Constituency executives who were part of the 2016
campaign trails could be accusing Hon. Kwadwo Baah Agyemang of setting up a
campaign team against the then candidate. This allegation is an obvious untruth.
Members of the media, if we are to incriminate someone for working against the fortunes of the
party and exhibiting blatant disregard to the party‟s constitution, let not look any further, the
name is Hon. Andy Appiah Kubi. Andy Appiah Kubi has never campaigned nor voted for any
NPP Parliamentary candidate in the Constituency since year 2000. We challenge him to prove us
wrong. Is it not intriguing that, the NPP hasn’t won majority votes in Juansa, Hon. Andy Appiah
Kubi‟s hometown until he became the Parliamentary candidate in 2016? Hon. Andy Appiah
Kubi is on record to have financed and sponsored independent candidates against the party‟s
duly elected candidates; in 2008, when the NPP elected the late Hon. Kwadwo Baah Wiredu,
Hon. Andy Appiah Kubi sponsored one Lawyer Osei Tutu of the „Praye‟ party to split and
reduce the party‟s vote in the constituency. Hon. Andy Appiah Kubi worked tirelessly against the
then MP, the late Hon. Kwadwo Baah Wiredu and as true Patriots, we all witnessed how
sympathisers of the late Hon. Kwadwo Baah Wiredu and those wearing his T-shirts were
prevented from entering the premises of the then old station bar at Konongo, the venue for the
“Nana One touch rally”. Further mayhem and atrocities were visited on sympathisers of the then
finance minister and MP for the Constituency on their way from Konongo to Agogo.
In 2012, when delegates unanimously elected Hon. Kwadwo Baah Agyemang, Hon. Andy
Appiah Kubi again sponsored Anyan Kusi, an independent candidate who defected from the NPP
to form a party called Cocoa. He is on record to have purchased T-shirts and made huge
financial commitments to this independent candidate. As a result, though, Hon. Andy Appiah
Kubi‟s diabolism did not materialize, the quantum of votes the NPP accrued in the Constituency
reduced drastically. It‟s therefore surprising that the Constituency executives could go past a walking illegality like Hon. Andy Appiah Kubi and accuse Hon. Kwadwo Baah Agyemang for
working against the party.
4. Stealing Constituency Party car with registration number ‘GE 8251 13’ – Ladies and
gentlemen of the media, this is one of the nugatory allegations that exposes the malicious
schemes of the Constituency executives against Hon. Kwadwo Baah Agyemang. The said
car in contention was bought by Hon. Kwadwo Baah Agyemang from his own coffers
and donated to the party for operations. The car was in the possession of the Party
executives and it was being used officially when it got broken down at Adugyama, a
town on the Kumasi – Sunyani highway. Unattended to and left to rot after breaking
down, Hon. Kwadwo Baah Agyemang was hinted of the whereabouts of the car and he
went to tow it from the place to Kumasi for maintenance, with the intention of bringing it
back to Agogo for it to be used by the party but, the car broke down again at Juansa.
The then first Vice Chairman of the Constituency, Mr. Joe Nimo Aikins decided to take
over the maintenance and use of the car and we must state for the records that, the car
was in the possession of Mr. Aikins when the police from Agogo impounded it after
Chairman Sampson Agyei had reported it as stolen. The car was left at the Agogo Police
station for more than a year at the mercy of the weather. Hon. Kwadwo Baah Agyemang
again sought permission from the Commander at the Agogo Police station to take custody
of the car and put it in good condition for it to serve the purpose for which it was bought.
Hon. Kwadwo Baah Agyemang again fixed the car and sent a delegation to return the car
back to the Party. To their dismay, the Constituency Chairman, Sampson Agyei refused
to accept the car on the basis that, the MP, Andy Appiah Kubi had directed him not to
accept it. We were not surprised and are still not surprised by the attitude of our
Constituency Chairman and current leadership of the party at the Constituency level
because of their persistent show of dislike for the name Hon. Kwadwo Baah Agyemang
and everything coming from him.
Members of the press, let me give you a few examples to buttress this point;
a. Hon. Kwadwo Baah Agyemang, as the then Member of Parliament for the Constituency
bought an ultra-modern ambulance and donated it to the Juansa Health Centre. As we
speak, the ambulance has been left to rot simply because, Hon. Andy Appiah Kubi says the ambulance is a scrap and should not be used. Meanwhile, the Health Centre now
relies on taxis and tricycles when transferring patients in cases of emergency
b. Hon. Kwadwo Baah Agyemang lobbied for the construction of 6-unit classroom block and
3-unit classroom block for two basic schools in the Constituency. The schools are Agogo
Presbyterian College Basic and Agogo Roman Catholic Basic Schools respectively. The
contracts for the constructions were awarded and all procurement processes completed.
However, these laudable projects which would have enhanced educational standards in
the Constituency never saw the light of day because the District Chief Executive acting
on the orders of the MP, Hon. Andy Appiah Kubi refused to approve the project at the
district level.
c. Hon. Kwadwo Baah Agyemang commenced the construction of a CHPS compound at
Wioso using his share of the common fund. The project was about 80% completed as at
the time of leaving office. Hon. Andy Appiah Kubi has refused to complete the facility.
Indeed, Hon. Andy Appiah Kubi unilaterally abrogated the contract of the contractor
working on the project and re awarded same to his driver, Kwame Danso and his
Personal Assistant, Derrick Amoah. They presented a budget of GHc 91,000.00 for a
project that was over 80% completed. First tranche of GHc 45,000.00 was released under
very bizarre circumstances to the boys of the MP for the completion of the project. Ladies
and gentlemen, as we speak, the CHPS compound has become a white elephant because,
the 45,000.00 meant for the completion of the project was squandered with impunity. An
investigation conducted by the PRCC of the District assembly indicted the driver and PA
of the MP, Hon. Andy Appiah Kubi for thievery.
Ladies and gentlemen of the press, Hon. Kwadwo Baah Agyemang cannot steal what he
bought with his own funds. Fact is, the car was left to rot on the orders of Hon. Andy
Appiah Kubi immediately after assuming office. Hon. Kwadwo Baah Agyemang went
for the car, had it fixed and returned it back to the party. Again, on the orders of Hon.
Andy Appiah Kubi, the car was rejected. In the instances, it is mind boggling how Hon.
Kwadwo Baah Agyemang could be accused of stealing the car.
5. Alleging that the Member of Parliament has illegally withdrawn an amount of GHc
50,000.00 from his share of the common fund – I think the Hon. Member of
Parliament, Andy Appiah Kubi is a lawyer. One basic principle in law is that, „he who alleges must prove‟. The Constituency executives must come clean and prove with
substantial evidence where and when Hon. Kwadwo Baah Agyemang made such an
allegation against the MP. It will be recalled, that recently, Hon. Kwadwo Baah
Agyemang and Dr. Edward Asadu, sponsored the mock examination of final year JHS
students in the Constituency who were preparing for their finals exams. The assistance
became necessary after the MP, blatantly refused to finance the mock exams when
contacted by the Education Director. In a radio interview, Hon. Kwadwo Baah
Agyemang enumerated similar projects he initiated with his share of the common fund
when he was the Member of Parliament for the constituency. The journalist sought to
enquire from him if similar projects are been undertaken by this current administration.
Hon. Kwadwo Baah Agyemang, however admonished the interviewer to contact the
current MP for an answer to this particular questions since he is better placed to provide
the needed responses. Nowhere did he allude to the fact that the MP had embezzled GHc
50,000.00.
6 and 7. Openly declaring your intention to contest for Parliamentary primaries before
official opening of nominations and engaging delegates within the Constituency under
rather bizarre circumstances – Ladies and Gentlemen, these allegations are all fallacies.
They lack substance and usefulness. It is clear that the Constituency executives have shown
lack of good appreciation of the party‟s constitution. Again, the Party executives should
prove where and when Hon. Kwadwo Baah Agyemang made such declarations. We also
wish to ask the Constituency executives to tell us which provision in the party‟s constitution
prohibits the declaration of intent to contest in any party elections. By way of education,
declaration is not the same as campaigning ahead of time.
We wish to further ask the Party executives to tell us what happened during the get together
organised by the Obuasi electoral area Polling station executives which was held at
Kowiremu. At the said event, the Constituency Party Chairman, Sampson Agyei openly
warned party polling station executives (Delegates) of the consequences they risk to suffer if
anyone dared to campaign against their preferred candidate, Andy Appiah Kubi. He
threatened to suspend and expunge their names from the party Constituency delegate‟s
album. Similarly, Williams Aboagye, the Secretary has openly, on several media platforms confirmed Andy Appiah Kubi as the Party‟s candidate for the impending Parliamentary
primaries. The point must be made that no one is above the law. What is good for the goose
is equally good for the gander. If Andy Appiah Kubi could declare his intention, any Party
faithful can equally declare his intention.
Ladies and Gentlemen, as espoused above, it is abundantly clear that the Constituency executives
are engaged in a witch hunting expedition, with the sole aim of disqualifying Hon. Kwadwo
Baah Agyemang who has a strong appeal among the constituents, and further stands tall among
those who have intentions to contest in the impending Parliamentary primaries for election 2020.
This supposed seclusion letter is unwarranted and highly artificial. To all intents and purposes,
Hon. Andy Appiah Kubi sees Hon. Kwadwo Baah Agyemang as a threat to his political
ambition. He is the unseen hand behind this rather bizarre decision by the Constituency
executives. The Parliamentary seat cannot be the preserve of any single individual; therefore, no
single person can claim ownership to it. Due process must be followed in the selection of
candidates.
This “political mafia” is however not new to any party member in Asante Akyem North, because
this has been the stock in trade of Hon. Andy Appiah Kubi. In February, 2018, during the
Constituency Executive elections, he pulled up this same political gymnastics to disqualify some
potential candidates who in his estimation were threats to his favourites. The point must be made
that party members are now wide awake and will not allow this to happen again. Only
ceremonial and non-performing Members of Parliament who have failed in their duties would
seek to evade democratic competition in the impending Parliamentary primaries. Any member
who qualifies and feels he could represent the constituents and the party should be allowed to file
his nomination and delegates must as well be given the opportunity to select their choice based
on merit in a free, fair and transparent election. Protection of the position of sitting MPs and the
imposition of candidates on constituents is very primitive in this current democratic dispensation
and has the potential to derail our efforts and political fortunes as a party.
Ladies and Gentlemen, Hon. Andy Appiah Kubi, is going round the Constituency confidently
telling everyone that the Ashanti Regional Party Chairman, Mr Bernard Antwi Boasiako,
popularly called Chairman Wontumi has promised to allow him (Hon. Andy Appiah Kubi) to go
unopposed in the impending primaries. We cannot authenticate the validity of this claim; however, we all know that the regional Chairman is a very good friend of Hon. Andy Appiah
Kubi. We wish to state in no uncertain terms that any attempt to impose any candidate on the
good people of Asante Akyem North Constituency will be strongly resisted even to the peril of
our lives. The point must be made that this same Hon. Andy Appiah Kubi, who is today running
away from competition, against advice from even the former president of the land, President
Agyekum Kufour, contested the late Hon. Kwadwo Baah Wiredu, the then incumbent MP for the
Asante Akyem North Constituency and Finance Minister at the time in the primaries for election
2008. It is a shame that this same individual is scheming to go unopposed in the coming
primaries.
Ladies and Gentlemen, in conclusion, we also through this medium wish to congratulate the
President, Nana Addo Dankwa Akufo-Addo for making Ghana a better place to live, through the
implementation of prudent policies and measures. It is crystal clear that the NPP is set to win the
2020 general elections and beyond because, barely three years into this administration,
Ghanaians are now clear in their minds that the NPP is the only political party that has what it
takes to turn the fortunes of the country around. However, the unconstitutional posturing of the
Asante Akyem North NPP Constituency executives and the politically awkward attitude of Hon.
Andy Appiah Kubi, are inimical to the fortunes of the party and has the potential of sending us
back to opposition. We wish to call on the party‟s hierarchy to intervene and se t aside this
unconstitutional seclusion letter and allow the rule of natural justice to prevail in order to
forestall and avert any unpleasant occurrence in election 2020.
