A technical and forensic audit report on the National Service Authority’s (NSA) Client Service Management Portal (CSMP) and Metric App has supported the accusations against former NSA appointees who are presently facing state prosecution.

The payment of millions of Ghana cedis to individuals who were not authorised to serve as service members, such as 8-year-old youngsters and elderly individuals, is one of the accusations levelled against these appointees.

According to the article, they received close to GH¢2 million in compensation.

“Our investigation of enrolment and payroll data for three service years—2022/2023 to 2024/2025—revealed multiple irregularities in the age profiles of individuals enlisted and paid as National Service Personnel, in violation of the aforementioned legal and administrative regulations.

There were GH¢1,313,144.29 in allowances provided to personnel under the age of 18. Parts of the study said that employees above 60, some of whom were as old as 1,027 years, were also enrolled and received allowances totalling GH¢660,438.75.

According to the research, thousands of persons over 60 and more than 1,500 children under the age of ten were among the ineligible individuals enlisted in the National Service Scheme.

In addition to raising serious concerns about the authenticity of personnel records, the integrity of the enrolment process, and potential ghost names and payroll fraud, the report stated that the payment to the ineligible individuals constitutes a “gross violation of the eligibility rules governing national service.”

The problems also indicate “a intentional manipulation of payroll for illegitimate advantage,” it continued.

As a result, it suggested that the individuals in command of the payments be required to pay them back with interest.

“Recover money paid to all false or ineligible employees.” All recoveries must go into the Auditor-General’s Recovery Account, which is either GCB Account Number 1011200005912 or BoG Account Number 1018331470015, both of which are on High Street.

According to the article, “GH¢1,973,583.04 will be surcharged to the Director-General and deputies at the head of affairs at the current Bank of Ghana (BoG) interest rate.”
